A housing subsidy is state aid towards housing and utility bills for low-income families. The family pays a mandatory share that depends on its average monthly income, and the state covers the difference between the cost of services within social norms and that share.
The Pension Fund grants the subsidy separately for the non-heating and heating seasons. For most recipients it is renewed automatically, while first-time applicants submit an application and a declaration through Diia, the Pension Fund portal or an administrative services centre.
A subsidy is refused, among other cases, if the family made a purchase over UAH 100,000 in the last 12 months, holds over UAH 100,000 in deposits and government bonds, has utility debt older than three months or a home that is too large.
