Insurance record in Ukraine: how to check it online and fix errors before it is too late
A step-by-step check on the Pension Fund portal, common errors and how to fix them, digitising your labour book and the cost of buying service in 2026.
You can buy insurance record in Ukraine in two ways: pay voluntary contributions going forward, at least UAH 1,902.34 a month in 2026, or make a one-off payment for past periods since 2004 when you were not insured, at a double rate of UAH 3,804.68 a month. It pays off when a few years are missing to retire at 60 instead of 63 or 65: two years of record cost UAH 91,312 and pay back in about 16 months of pension. If you already have enough record, an extra year adds only about UAH 60 a month to your pension and takes decades to pay back.
Insurance record decides two things: when you can retire and, in part, how large your pension is. In 2026 the requirements are: at 60 you need at least 33 years of record, at 63 from 23 years, at 65 from 15 years. The requirements rise every year, and from 2028 retiring at 60 will take 35 years.
A few years of record can mean a few years without a pension. So for people who are only a little short, buying record is often worthwhile. For those who already have enough, it gives almost nothing. Below are calculations for both cases. How the pension formula itself works is explained in the article on how to calculate an old-age pension.
| Voluntary participation | Payment for past periods | |
|---|---|---|
| Which months | Current and future | Past months since 2004 when you did not work officially and were not a sole proprietor |
| Price per month in 2026 | At least UAH 1,902.34 (the minimum ESV) | At least UAH 3,804.68 (double the minimum ESV) |
| How to pay | Monthly or in parts, contract for at least a year | The full amount in one payment within 10 days of signing the contract |
| How much | No limit while you are not insured on another basis | According to the Pension Fund, no more than 10 years |
| Where to apply | Contract on the Pension Fund web portal or through the tax office | Application to the tax office at your place of residence, on paper or electronically |
Both options are available only to people who are not subject to compulsory insurance when signing the contract: not officially employed and not a sole proprietor paying ESV. You can buy only periods when you were genuinely uninsured. Months your employer was supposed to pay for but did not cannot be closed this way: that is a matter for the employer and the Pension Fund.
| Amount | Going forward, UAH | For the past, UAH |
|---|---|---|
| 1 month | 1,902.34 | 3,804.68 |
| 1 year | 22,828 | 45,656 |
| 2 years | 45,656 | 91,312 |
| 5 years | 114,140 | 228,281 |
Prices are tied to the minimum wage (UAH 8,647 in 2026) and will rise with it. So if you have already decided to buy, there is no point putting it off for a few years: a month of record gets more expensive with every rise in the minimum wage.
Without 15 years of record there is no old-age pension at all, even at 65: the person receives only state social assistance. Here every year bought is decisive. From 2026 only periods with contributions of at least the minimum count towards this threshold, so incomplete months are worth topping up first.
An extra year of record raises the pension, but very little at the minimum contribution. The contribution is based on the minimum wage, which is only about 35% of the average wage on which contributions are paid. So each such year adds roughly UAH 60 a month to the pension. A year of record going forward costs UAH 22,828, so it pays back in about 31 years of pension. For the past, at twice the price, it takes even longer. This money works better on a deposit or in government bonds, topping up your pension yourself, as described in the article on saving for retirement.
There are exceptions. For example, with a full record (35 years for men and 30 for women) the pension cannot be lower than the subsistence minimum for people unable to work (UAH 2,595). If you are only a little short of a full record and your wage was low, check with the Pension Fund whether it would raise your payment.
