Bank blocked your card or account in Ukraine: why it happens and how to unblock it

In Ukraine an account is most often blocked for one of two reasons: the bank is checking your transactions as part of financial monitoring, or an enforcement officer has arrested the funds over an unpaid debt. In the first case unblocking depends on documents that explain where the money came from and what the transfers were for; in the second, on paying the debt or challenging the arrest. Even from an arrested account, under martial law you can spend up to UAH 17,294 a month if you apply to the enforcement officer.

Who blocked it and how to tell

"Blocked" can mean six different situations, and each is lifted differently. So the first step is not to write to the bank "please unblock", but to find out who imposed the restriction and on what grounds.

What happenedWho initiatesWhat it looks likeWhat lifts the block
Only the card is blockedThe bank or youThe card does not work, but a transfer from the app goes throughUnblocking in the app or reissuing the card
A transaction is suspended or the account restricted under financial monitoringThe bankA message asking for documents, a transfer "under review"Documents and an explanation, the bank's decision
The transaction was suspended by the financial intelligence unitState Financial Monitoring ServiceMoney does not arrive or leave for days, the bank refers to legal requirementsThe period expires or the service decides; a court may follow
The bank refused to serve youThe bankA letter terminating the business relationship, the account is closedAs a rule, not reversed; the balance is returned
Funds arrested over a debtA state or private enforcement officer"Arrest" or "encumbrance" in the app, the money is visible but cannot be spentPaying the debt, a claim for protected funds, an appeal
Arrest in criminal proceedingsAn investigating judge at the request of investigatorsThe bank refers to a court rulingOnly through the court, with a lawyer

Details are usually visible in the banking app: in the account section or in a notification. If it only says "transactions restricted", call the number on your card or in the app and ask for the grounds and a list of what is needed from you. Never call back numbers from text messages or messengers.

When only the card is blocked

The simplest case. A card is only a way to access the account, so the money is still there unless the account is restricted. Typical reasons:

  • The PIN was entered wrongly three times. Unblock it in the app or by calling the bank.
  • Suspicion that the card details reached fraudsters: a transaction in an unusual country, a series of small charges, a data leak at a shop. The bank blocks the card pre-emptively and offers a reissue.
  • You blocked the card yourself in the app or set a zero limit for online payments or cash withdrawals.
  • The card has expired and you have not activated the new one.

If the card was blocked because of charges you did not make, act quickly and follow a different scenario: how to get the money back and when the bank must refund it is explained in our article on money stolen from a card.

Financial monitoring: why the bank checks your money

Ukraine's anti-money laundering law (No. 361-IX) requires a bank to know its clients and to watch whether their transactions match their usual behaviour and official income. A bank that lets fraudsters' or illegal casino money pass through it risks heavy NBU fines, so in borderline cases it plays safe.

The most common triggers are:

  • many incoming payments from different people to a personal card that look like payment for goods or services;
  • transit: money comes in and goes straight out again, leaving a minimal balance;
  • amounts noticeably above your confirmed income;
  • incoming money linked to gambling, cryptocurrency or foreign platforms with no clear origin;
  • a transfer from someone who then reports fraud to their bank.

More on the signs banks use to assess transfers, and on the NBU's draft resolution with 16 signs of atypical behaviour, which had not been adopted as of early November 2026, is in our article on card-to-card transfer limits.

What the bank is entitled to do

  • Request documents and explanations about where the money came from, the purpose of transactions and your link to counterparties. The scope depends on the risk level the bank has assigned to you.
  • Suspend a suspicious transaction for 2 working days without notifying the client in advance, and report it to the State Financial Monitoring Service.
  • Refuse to carry out the transaction if the suspicion is not cleared.
  • End the business relationship, that is, close the account (Article 15 of the law). Grounds: the person or owner of the money cannot be identified, the client did not provide documents or information, provided false data, or the bank assessed the risk as unacceptably high.

After the bank's report, the State Financial Monitoring Service may extend the suspension by up to 7 more working days, up to 9 working days in total, and with a reasoned suspicion up to 30 working days. During this time law enforcement decides whether there are signs of a crime. If the suspicion is not confirmed, the suspension is cancelled. If it is, the money is arrested by a court.

The bank often does not explain why exactly you are being checked. This is not always unwillingness to help: the law prohibits telling a client that information about their transactions has been passed to the financial intelligence unit. So expect a general wording and prepare documents for every transaction that might look unusual.

How to pass the check and unblock the account

  1. 1Find out the reasonIn the app, the bank chat or the hotline number on your card. Ask for a written list of what the bank needs.
  2. 2Gather documentsOnly those that explain the specific transactions: source of funds, purpose of transfers, link to the senders.
  3. 3Write an explanationBriefly and factually: who paid, for what, when. No emotions or general phrases.
  4. 4Submit via an official channelApp, branch or the bank's official email. Keep proof of submission.
  5. 5Wait for a decision and track deadlinesThe bank suspends a transaction for 2 working days; the financial intelligence unit may extend it. If there is no reply, file a written complaint.

Choose documents for the specific situation. Extra paperwork does not help, while a missing key document drags the review out.

SituationWhat proves the source of funds
Salary, bonus, holiday payAn income certificate from your employer or data from the Pension Fund register of insured persons
Sale of your own things, a car, propertyA sale contract, the listing, correspondence with buyers, vehicle registration
A gift or help from relativesA deed of gift for large sums, proof of family ties, the sender's explanation
Fundraising for the army or medical treatmentPosts about the fundraiser, a spending report, proof of handing over aid, volunteer status at the bank
Freelancing, services, regular salesContracts, invoices, acts of completed work; best of all, a sole proprietor account for such payments
A friend repaying a loanA receipt or loan agreement, correspondence about the loan
Selling currency, crypto or securitiesExchange or broker statements, purchase history, tax return

During the check do not try to get around the restriction: do not rush to open accounts at other banks or ask friends to receive money for you. For the bank these are further risk signals, and your friends risk being checked themselves.

If the bank refused to serve you

Ending a business relationship under the financial monitoring law is the bank's decision, not a penalty, and forcing a bank to keep serving you is almost impossible. What matters is that the money in the account remains yours. As a general rule the balance is returned in cash or by transfer to an account at another bank, unless a court or enforcement officer has arrested it. Check the procedure and deadlines in the bank's letter and your contract.

Refusal by one bank does not put you on a "blacklist" of all banks. But if the reason was a real suspicion of money laundering, other banks will also ask questions when you open an account. The best way to answer them is to have documents on your sources of income ready in advance.

If fraud money landed on your card

A separate and increasingly common case: a fraud victim reports to their bank, which passes the information to the recipient's bank. If the recipient is you, the account is blocked and you may be treated as a money mule, someone through whom stolen money is moved.

  • If you did not know the money was fraudulent (for example, you sold something online and the buyer paid with someone else's money), contact your bank straight away, explain the situation with documents and be ready to return the amount. Keep the listing and correspondence.
  • If you handed over your card or app access for a reward, the situation is serious. On 28 October 2026 Ukraine's parliament passed Law No. 16013 on criminal liability for handing over your accounts for fraud schemes. At the time of publication the law has not yet taken effect, but banks already block such accounts and refuse service, and consequences may follow under existing articles on fraud and money laundering. You need a lawyer.

Arrest of funds over a debt

If you have an unpaid debt on which a court has ruled or a notary has issued an enforcement order, the case goes to a state or private enforcement officer. Most often these are overdue loans, utility bills, fines, child support and tax debts. The officer opens enforcement proceedings and may arrest the money in the debtor's accounts.

How automatic arrest works

Accounts have long been arrested without the officer visiting the bank: the enforcement system exchanges data with banks and imposes arrests automatically. Law No. 4833-IX on digitalising enforcement proceedings, whose main provisions apply from 23 October 2026, gave officers electronic access to funds in accounts and e-wallets and introduced automatic lifting of the arrest once the debt is paid.

The arrest covers the amount you owe plus the enforcement fee and costs, not all the money in the account. According to the Ministry of Justice, the account holder can freely use the rest. In practice, if you have several accounts the arrest may temporarily catch more than necessary: in that case contact the officer with a statement of balances.

How to find out about enforcement proceedings

  • The Unified Register of Debtors of the Ministry of Justice: a search by surname, name and date of birth shows whether there are open proceedings, who the creditor is and who the officer is.
  • The automated enforcement proceedings system: with the access code from the officer's resolution you can view all documents in the case.
  • The officer's resolution: it must be sent to you, including electronically. If no letter came but your account is arrested, request a copy from the body or private officer handling the case.

Find out the essentials: which document the debt is being collected under, the amount, and whether time limits have expired. Sometimes an arrest is imposed over a debt that was paid long ago, and a receipt is enough.

How much you can spend from an arrested account

Under martial law an individual debtor may choose one current account at one bank and spend from it up to two minimum wages a month, as set on 1 January of the current year. In 2026 that is up to UAH 17,294 a month. Within this amount no collection is applied to the account, and taxes and fees can be paid from it regardless of the arrest.

  1. Apply to the officer who imposed the arrest: on paper in person or by post, or electronically.
  2. State the account number and the bank's name. There can be only one account, even if arrests exist at several banks.
  3. The officer issues a resolution within 2 working days, and it is sent to the bank no later than the next working day. If there are other proceedings against you, the officer notifies those officers too.

Money that cannot be taken for debts

Article 73 of the enforcement proceedings law lists payments that are exempt from collection. Among them:

  • childbirth assistance, pregnancy and maternity assistance, adoption assistance and assistance for children under guardianship;
  • severance pay on dismissal, compensation for business travel and relocation costs;
  • assistance for treatment and funerals;
  • some payments related to damage to health or loss of a breadwinner.

If such payments go to a separate account with a special usage regime, it may not be arrested. If it was arrested anyway, the bank or you submit documents on the special regime to the officer, and the arrest must be lifted no later than the next working day. So it is better to receive social payments on a separate account opened specifically for them, rather than your main card.

How to lift the arrest

  • Pay the debt in full together with the enforcement fee or private officer's fee and the costs of the proceedings. If the amount collected does not exceed 10 minimum wages (UAH 86,470 in 2026) and you pay into the officer's account, from 23 October 2026 the arrest is lifted automatically, and the bank must unblock the account no later than the next day after notification.
  • Prove the money is protected: documents on the account's special regime or showing that the law bars collection from these funds.
  • Agree on restructuring with the creditor: if the creditor withdraws the enforcement document, the proceedings end. How to talk to a bank or finance company about an overdue debt is explained in our article on what to do if you cannot pay your loan.
  • Appeal the officer's actions: to the head of the enforcement department (if the arrest was imposed in breach of procedure, it can be cancelled by order) or in court. The deadline for going to court is 10 days from the day you learned or should have learned of the violation.

Other reasons for restrictions

  • Outdated data. A bank must update client information: high-risk clients at least once a year, medium-risk once every 3 years, others once every 5 years. Under martial law the NBU allowed this to be done remotely and not to require updates if the client cannot be reached. If the bank asks you to update your profile or passport details, do it in the app: it is the fastest unblocking there is.
  • Suspected forged documents or false data. Account access may be suspended until the client confirms.
  • Sanctions and politically exposed person status. Politically exposed persons and their relatives undergo enhanced checks, and transactions with sanctioned persons are blocked.
  • Death of the account holder. The account is blocked once the bank is notified, and heirs receive the money after inheritance is formalised.

Beware of "unblocking help"

Fraudsters actively exploit the topic of blocked accounts. Typical scenarios:

  • a call from the "bank's financial monitoring" or the "NBU security service" asking you to "move money to a safe account before it gets blocked";
  • ads saying "we'll unblock your account in 1 day" or "we'll lift the arrest without paying the debt" for an upfront fee;
  • a messenger message on behalf of the bank with a link "to complete verification".

A real bank never asks you to transfer money or to give your CVV or an SMS code, and the NBU does not service individuals' accounts. How to recognise such a call and what to do if you have already shared your details is covered in our article on the bank security call scam.

Where to complain if the bank does not respond

  1. A written complaint to the bank. Via the app, official email or a branch, with a date and reference number. Ask for a written reply stating the grounds for the restriction.
  2. A complaint to the National Bank. The NBU considers appeals from consumers of financial services via the form on bank.gov.ua, by post or via its contact centre. The general deadline for considering citizens' appeals is up to 30 days, in complex cases up to 45. The NBU checks whether the bank followed the law and procedures, but it does not overturn a justified financial monitoring decision or refund money in the bank's place.
  3. Court. If the bank withholds your money without grounds or breaches the contract. Enforcement arrests have their own appeal procedure, described above.

Keep everything: screenshots of messages, appeal numbers, replies. Without them no complaint will work.

How to avoid being blocked again

  • Receive regular payments for goods and services on a sole proprietor account, not a personal card.
  • Write a clear payment reference: "repaying the ticket loan", "for Olena's present".
  • Do not hand over your card, details or app access to anyone, not even relatives "for a week".
  • Do not agree to receive someone else's transfer and pass it on for a reward.
  • Update your data at the bank as soon as you change your passport, surname or address.
  • Keep documents on large incoming payments: sale contracts, deeds of gift, income certificates.
  • Every few months check yourself in the Unified Register of Debtors, especially if you have ever had arrears or fines.
  • Receive social payments on a separate account with a special regime.

How to close a card or account properly so no debt is left

After a block, people often decide to leave the bank and simply stop using the card. A year later it turns out the account is still open and has a debt for maintenance fees, SMS notifications or interest on a credit limit. Close it properly:

  1. Pay off the credit limit and any arrears, and cancel the limit.
  2. Switch off paid services, automatic payments and subscriptions linked to the card.
  3. Close not only the card but the account. A card is only access to the account, and a closed card does not mean a closed account.
  4. Withdraw the balance or transfer it to another account.
  5. Ask for a certificate confirming the account is closed and there is no debt. You will need it if a "debt" appears a year later.

An account under arrest cannot be closed until the arrest is lifted. An account restricted over an unfinished financial monitoring check, however, may be closed by the bank itself if it refuses to serve you.

In short

  • First find out who blocked it: the bank (the card or financial monitoring), the financial intelligence unit, an enforcement officer or a court. What to do depends on that.
  • A financial monitoring block is lifted with documents: who the money came from, what for and where it went. The bank suspends a transaction for 2 working days; the State Financial Monitoring Service may extend it up to 9, and with a reasoned suspicion up to 30 working days.
  • An enforcement arrest covers the amount of the debt. Under martial law you can spend up to UAH 17,294 a month from one account after applying to the officer.
  • Once a debt of up to UAH 86,470 is paid in full, from 23 October 2026 the arrest is lifted automatically.
  • Do not pay "intermediaries" to unblock your account and do not transfer money to "safe accounts".
  • Complaints: first in writing to the bank, then to the NBU, then court.
