eOselia: what it means

eOselia is Ukraine's state mortgage programme at 3% or 7% a year for the first 10 years (then 6% or 10%) for people without a home and preferential groups.

eOselia is an affordable mortgage programme launched by the Ukrainian government in 2022. The loan is issued by a participating bank, and the state provides the preferential rate: 3% a year for the first 10 years and 6% after for service members, law enforcement, medical workers, teachers, researchers, veterans and families of fallen defenders; 7% and 10% for internally displaced persons and other citizens with no home of their own or a home below the area norm.

The loan term is up to 20 years and the down payment from 20%, or from 10% for young people under 26. Since October 2026 there is also a youth model: 7% for the first 3 years, 10% from year 4 to 10 and 12% after, minus 2 percentage points for each child born after the loan is taken.

The property must meet the area norms and the regional price cap per square metre, and applications are made only in the Diia app.
