Arrest of funds: what it means

Arrest of funds is a ban on using money in an account up to the amount of a debt, imposed by an enforcement officer or a court.

Arrest of funds is a ban on the account holder using the money in an account. In Ukraine it is most often imposed by a state or private enforcement officer in enforcement proceedings, when a person has not paid a debt under a court ruling or a notary's enforcement order: a loan, utility bills, fines, child support. Separately, an investigating judge may arrest money in criminal proceedings.

An enforcement arrest covers the amount of the debt plus the enforcement fee and costs, and the owner can use the rest of the money. Under martial law a debtor may designate one current account and spend up to two minimum wages a month from it, up to UAH 17,294 in 2026. Some payments, such as childbirth assistance, are exempt from collection.

From 23 October 2026, if a debt of up to 10 minimum wages is paid in full into the officer's account, the arrest is lifted automatically. Otherwise the officer lifts the arrest after the debt is paid, or it can be appealed in court within 10 days.
